Dept. of Education Operating as Rogue ‘Sanctuary Program’ for Illegal Immigrants, Hiding Secrets from DOGE and Congress on Encrypted Apps

In a new undercover video, a Department of Education official has revealed to Project Veritas that the department is operating as a rogue "sanctuary program" for illegal immigrants, misusing federal tax dollars in a way that would enrage Congress if the truth came out. As Elon Musk’s Department of Government Efficiency (DOGE) begins its audit, this official revealed to Project Veritas that employees are also evading oversight and hiding secrets on encrypted messaging apps.

Travis Combs, Branch Chief for Applied Innovation and Improvement at the U.S. Department of Education, met with a Project Veritas journalist and described the current shake-up by DOGE’s team, who is now tracking employee keystrokes, in apocalyptic terms:

“It’s insanity. ‘Democracy Falling’ should be the title of the movie,” Combs said.

In reality, Combs admits that its federal employees who are evading Congressional and Executive oversight and actively working to ensure that education programs funded by American tax dollars don’t require proof of citizenship.

“The one nice thing about the program that I work in is that we don’t ask [citizenship] status, and we’ve been able to keep that out of our federal statute. So, we don’t ask them when they enroll what their status is.”

Combs, a five-year veteran at the Department of Education who leads a team developing adult education programs, told Project Veritas that the department employs "very strategic" tactics to stop Congress from imposing citizenship requirements on federally funded education initiatives.

He detailed a calculated maneuvering process where the Department of Education actively "blocks" these efforts, ensuring such requirements never see the light of day.

“We hide it in the law…when they read through a bill, they only read sections of it. So, if you can squeeze something in somewhere, do that. We don’t say that they can, or that they should, or that they shouldn’t. We just leave it out completely [requirement for citizenship].”

Combs informed the Project Veritas journalist that Elon Musk’s DOGE team has taken over the seventh floor of the Department of Education to carry out their efficiency audit, causing significant unrest among the current staff.

“They’re in the building, looking through everything… it’s insanity.”

To evade DOGE’s scrutiny, Combs disclosed that Department of Education employees are trying to outmaneuver them by using the encrypted app Signal to shield their conversations from oversight, even though he admitted, that “we’re not supposed to” be doing so.

“They’ve put software on our computer that tracks keystrokes… If you want to have a conversation with somebody, you do have to take it offline, but you’re not supposed to. So, everybody uses… an app called Signal now.”

Signal, a messaging app, guarantees privacy through end-to-end encryption, ensuring that only the intended recipients can access messages, calls, photos, and files. Once content is deleted, it can’t be recovered. Combs confessed that if Elon Musk and the DOGE team discovered their use of the app, he believes there’s a 75% likelihood he’d be terminated.

With the threat of layoffs looming over the department, Comb shares his plan to enjoy one last hurrah at the taxpayer’s expense.

“Everybody’s like, ‘What are you going to do if they put you on leave?’ I’m like, go to the beach on the taxpayer’s dime.”

In a moment of clarity, Combs confessed to the Veritas journalist that the U.S. education system is falling behind on the world’s stage, ranking in the “thirties or forties” compared to other nations. “Yeah, not good,” he admitted, unwittingly underscoring the depth of the department’s failure.
